Yes, you are eligible. The eligibility criteria of Police constable is given below.
Educational qualification : 12th or equivalent from a recognized board.
Age : 18-25 Years ( 5 years is relaxable to SC/ST reserved categories)

For becoming an IPS officer you need to clear the IPS exam which is held by Union public service commission (UPSC) every year. It is a very competitive exam with more than 100000+ candidates taking the exam out of which under 200 are finally selected.
This exam completes in 3 steps:First step is prelims exam , it is objective (popularly known as CSAT).
Second step is mains exam , it is subjective (Also known as Mains).
Third step is personal interview.
