Of course, you can. There are several engineering entrance exams like:
WBJEE, COMEDK, BITSAT, VITEEE, SRMJEE, KIITEE, etc.
You can also consider private colleges in South India that are even better than some government colleges in the north.

KCC is a good college to be considered for B.Tech. You can expect enriching industrial exposure and guest lectures. The placement cell provides multiple chances to the student, but they are not so great. Sports facility is amazing. IEC is the worst college. No practical exposure. Labs are just for namesake. Management really ***, only that thing I learned here is how to pass the exam in one night. B.Tech here is an illusion that will break at the time of placement. I am giving you pros and cons if you want to consider GNIOT as an option. Pros:

For B.Tech:
Rs. 1,22,250/- for the 1st year (inclusive of tuition fee, university exam fee, group medical insurance, uniform fee, book bank fee, registration fee & student development program fee).
Rs. 1,15,000/- from the 2nd year onwards (inclusive of tuition fee, university exam fee, group medical insurance, book bank fee & student development program fee).
The course duration for B.Tech is 4 years (8 Semester).

Hello,
Yes, 1KCC Institute of Technology & Management is very good for pursuing B.Tech in civil engineering. The civil engineering department is enriched with many labs like building material lab, fluid mechanics lab, building planning and drawing lab, surveying lab, geo-informatics lab, hydraulic lab, transportation engineering lab, computer-aided design lab, environment engineering lab and structure analysis lab.
The college is now also providing B.Tech Civil with specialization in AutoCAD, Revit structure, 3DS Max civil, Microsoft project, and Revit Architecture. This is a state university programme.
