Yes, you can. All the top colleges like RV, BMS, PES, etc. of Karnataka come under CET exam. So, I would suggest you to appear for CET exam.

There are various exams conducted by deemed universities such as PESAT by PES University and exam conducted by Dayananda Sagar University and the entry fee will be nearly 1k to 1.5k.

You can take exam. But can you elucidate as to why you have doubt? If you have appeared last year and could not get admission then it means you are aware of your weaknesses. This year, I hope, while preparing for this exam you have reviewed weak areas and studied them.

COMEDK and KCET are very similar exams leading you to join colleges mentioned in your question. They differ in the fact that,
KCET- conducted by the Karnataka government and the CET fees for colleges is around 36,000. ( about 2 years, may be the same now). The admission to government colleges like UVCE and goverment aided courses like Electronics and communication in BMS cost you around 18,000. There are certain restrictions on other state students writing this exam like: the respective student must have studied at least 8 years in Karnataka or student's parents must have studied in Karnataka. From your query, it appears that you have taken admission in a college of your choice but unfortunately you could not appear for the exam in the first year of engineering. In such situation, your admission remains unaffected. You can clear exam and join the second year along with the junior batch.
