Hello Prasad, The result have been declared for 1st round. If you have been allocated a seat then you must pay fees, show your documents and then only are authorized to participate in round 2 for choices above your allotted choice. For others, yes they can give choice once again.

Generally speaking, the fee against government merit seats are quite reasonable and are invariably decided and approved by the committee headed by HC judge. It's around Rs. 50K per semester.
