The attendance policy is not made for the benefit of the university but it is there for the benefit of the students. Attending lectures helps students to learn fast and missing out on the same can have a significant impact on the students' future. A room filled with knowledgeable people can help students learn from others' experiences and knowledge. Hence, missing attendance can have farsighted impacts.
