All the three options are good but both the branches are totally different you can't say which is best among these, it totally depends on your personal interest, if you are interested in coding then go with CSE at PEC Chandigarh but if you are not interested in coding or computer languages or you want to do field work after B.Tech then go with NIT Bhopal or NIT Kurukshetra whatever you will get. No, you cannot get this college without giving the entrance exam. You only get this college when you have a good scorecard of the entrance.

Lots of comparison are there:
NIT is brand UIET is just formality in NIT from this year for first year students there will be a subject called Machine Learning and in UIET there is Biotechnology which is no useful in field of Computer science.
There will be extra clubs for training in coding and to build some extra skills but in UIET, you were taught by teacher only from syllabus and which is also not tsp good.
So, I prefer the studies of NIT, rather than UIET.

Its difficult to get admission in both the colleges with this rank but you may go for some private universities instead which have same curriculum and placements pattern as these universities like Chitkara, CU etc.
