This is offered by the Department of Education, and the admission process starts with the other courses offered by the department like MA Education. After April-May exams, the process starts. You can download previous year Prospectus from Kuk.ac.in.

Hello Lucky, You have done graduation in engineering from Kurukshetra University followed by MA from IGNOU. Right? Minimum qualification required to register for PhD is having a post graduate degree. This you now have. Hence technically you are eligible. IIT Delhi announces its programme for PhD twice in a year.
