For doing Masters in labor laws you will have to first do LLB. You can do it from distance. See this link and apply suitable filters
https://shiksha.com/searchLayer. If you don't have time, you can do a course from swayam, but do it after November/December as 4 new codes will come, which will repeal all the current acts.

Yes you are eligible for Diploma in Labour Law as the criteria of most of the colleges is minimum 18 years.
