There are high chances that you will get admission in second cut-off list with this percentage but looking at the trend you should also so take admission in some other colleges. In the following cutoffs, you can transfer your admission to LSR.

Yes, you can take admission in DU but there are fewer chances that you'll get admission in north campus because of high competition, rest you have to wait for all the cut-off list to be out but you can take admission in South Campus easily.

Yes, IP University conduct entrance exam which already has conducted for this year but you can apply for Lay Shri ram by applying for DU entrance test. The forms are already out.
You can even register yourself for cut off merit list for Mass communication which is available for girls only.
