NO. You don't get any questions from your school textbooks. You can improve your communication skills in various ways: by reading English newspapers, articles on the Internet, novels, books, watching good English movies, playing vocabulary enhancing games, etc. "Word Power Made Easy" by Norman Lewis Sir is an effective book for improving one's English. Your English will gradually improve and you would be able to perform well in the GD-PI rounds.

Well, that depends on the University that you are applying to. If the University offers such an option then it is okay but make sure that they do. The details can be found in their website. Otherwise you will have to write the IELTS exam. Good luck.
