Hello Sanvi,
It's indeed great to hear from you that you have a great aim of doing your MS in Germany. Just remember 'where there is will, there is way'! Admissions in Germany are not based exclusively on academics but a whole lot of other criteria as well besides different nuances in whole process. In view of this I would like to advise you that please approach an agency dealing with sending students to Germany for MS. This is so since they will be aware of taking care of all the nuances in whole process. Best wishes to you.

Yes, you can but the mode of study of both the courses should be different, I.e. one course should be from regular and other should be correspondence.

Top Institutes offering B.A. (Hons) English are:
Lady Shri Ram Women college Delhi. Jesus and Mary College in Delhi. Christ University in Bangalore
Presidency University in Kolkata. Admission to the course is based on the candidates obtained merit at the 10+2 level, and in some cases, performance in a relevant entrance tests for universities such as the University of Delhi, you will have to check universities individual website. Sometimes if your marks are excellent you might be able to skip the entrance as a special case.

Hello Nilesh,
I must say that you have set yourself a good aim / goal that you want to achieve. Scoring just below 60% in your graduation in engineering and still want to proceed to Germany for MS is definitely going to take some work by you. First and foremost never say never! Have a positive attitude. Admissions in universities abroad are based on a wider spectrum of criteria and not exclusively on academics. Hence I feel you have some chance. I would advise you to approach an agency dealing with sending students to Germany for MS because such Agencies will be knowing different nuances in the whole process.
Best wishes to you.
