It is very heartening to know that you are interested in doing your MS in Germany after completion of your engineering graduation in India. These days many students are heading to universities / institutions abroad for their PG. But a word of caution. There are many nuances before one gets admission. Hence I would recommend that you should approach an agency dealing with sending students abroad for MS and particularly to Germany. Many universities also conduct entrance exam, so you can see syllabus on official website of them.
Books are available in market (basically syllabus pattern will be same in graduation level in English subject).

Admission is through counselling based on the rank obtained in Maharashtra Health and Technical Common Entrance Test (MHTCET).

Yes, you can definitely think of studying for engineering in France. With population on decline, many French universities and colleges are offering English as medium of instruction also. However your score of less than 60% may cause some turbulence. I am attaching a link that will give you all the required information about this.
