Hello Chandu, normally when we talk of lateral entry ii means that the student has passed Diploma in engineering and is seeking admission directly into second year of four year engineering degree course. As per your statement you are already studying in first year and as a result the rules of lateral admission will not be applicable to you. What you are seeking is transfer from one engineering College to another. Yes this is possible theoretically.
