You will have to fill out the application from and complete all the necessary steps, in order to get the enrollment number.Also, you may have to pay some fee for getting the enrollment number from state bar councils. It varies from state to state.

No, you are not eligible for Maharashtra and Goa judicial services.You should clear all your backlogs, and pass your course with the minimum required percentage for the, entrance exam you are preparing for.
