As per the information I have, Allahabad State University (ASU) does not offer offline application for the LLB course. The application process is entirely online.

No, to get admissions in LLB course at Prof. Rajendra Singh University (Formerly Allahabad State University) student have to qualify in Common Entrance Test (CET). Apart from this no other admission medium is accepted. Hence, the candidature will be rejected.
