It is not possible to change your university without lapsing. You will have to start this course fresh else to save that one year take up a new college which is affiliated to the same University under which you are studying right now. Migration within the affiliated college of same university but this is not possible.

Yes, admission will commence in June. Admission Procedure
Admission to the courses will be commenced in the month of June every year. Candidates seeking admission are to note the following:
Application forms and information brochure are to be obtained from the College office on payment of prescribed fee. Filled in application forms are to be submitted before the date notified. LLB Mein admission ke liye sabhi college me entrance ki zarurat nahi hoti. Private colleges bina entrance ke bhi admission dete hai, aur donation bhi nahi hota. Jis bhi college me admission lena ho uska eligibility criteria dekh lijiye. Admission bina entrance ke bhi hota hai.
