No, you can't change your University. You have to start from the beginning. There is a difference between school and University. If you are admission in another University, you have to start from the beginning.

As per the Bar Council of India (BCI) rules, LLB is a professional course and cannot be pursued through distance learning and also there are no institutes that offer distance LLB course in West Bengal.

No, LLB distance education is not approved by BCI, which means you cannot practice law after studying LLB from distance education and you cannot also pursue LLM after it.

Yes, you can study LLB in distance education from the colleges that are offering this course, but it should be a recognised one. Although, for practicing Law you need a LLB degree from a regular colleges, as Bar Council of India does not accept LLB degree from distance education.
