Many colleges especially the NLUs complete their selections within July and first week of August. So right now is the correct time to hunt for colleges.

Yes, there is an entrance exam for admission. The last to fill the form was May 31.

As per last year's cut-off, it was 88-90. It is difficult to get admission through cap round. But you can get it through offline. That is after CAP round. Go to the college and ask for the admission as your score is close to their cut-off.

You cannot get the same course in a single year. You have to go for any single course otherwise both the degree will clash everywhere and you will get yourself in problem. These kind of things will impact bad on your future progress. Hope you understand it better. Thanks.
