Hi Pranav,
In Germany, you can check Jacob University in Bremen, Otto Beisheim University in Germany and University of Applied Sciences Warzburg - Schweinfurt. I am not sure about options in Poland but you can check reputed universities in The Netherlands such as NHTV Breda University of Applied Sciences and Arnhem Business School. Institute of Technology Carlow in Ireland is also not bad.

Yes, you can go for PGDM in Supply Chain management. It is equivalent to MBA, but the degree has more value as compared to Diploma. PGDM is a Diploma course and MBA is a degree course. Both will give you good career options as you have done B.Tech.

MBA in finance has a wider scope as compared to logistics.
However, the decision here should be based on your personality traits, interest areas and career aspirations as the skill set required for both the courses are different and should sink in with your personality.

MBA in operations is more popular than MBA in Logistics. In Mumbai, NITIE is the best college for the same. SP Jain, KJ Somaiya & Shailesh Mehta(IIT-B) are some other well-known B-schools offering Operations specialisations.

If you have completed B.Com, then best option would be to choose finance as it is related to your field. Logistics and SCAM is also a good option but MBA in finance has more opportunities. It depends on you also in which field you want to make your career.
