Sorry, with this rank, you'll not get IET, Lucknow. For IET, Lucknow your rank should be around 4K under OBC category.

I would suggest you opt for the Lucknow campus via UPSEE as you will get a wide exposure and chance of internships, keep Noida as the second option.
