Hello Lucky, You have done graduation in engineering from Kurukshetra University followed by MA from IGNOU. Right? Minimum qualification required to register for PhD is having a post graduate degree. This you now have. Hence technically you are eligible. IIT Delhi announces its programme for PhD twice in a year. I am attaching a link that will give you all the required information about doctoral programmes conducted and the procedure to join. You just need to follow procedure. That's all. Yes, there is are good placement opportunities available for you.
After pursuing MA in Journalism and Communication, you can also apply for various competitive and entrance exams.
I would like to suggest, you appear for UGC NET Exam. As this is one of the best tests through which you can pursue your career as a researcher or teacher.

It not possible for you to do BA Hindi honors after completing MA in Sanskrit, as I guess you age is above 21 years which is age limit at the time of form filling.
