The basic eligibility is B.Com with 50% marks to get admission.

Some state government scholarships there like UP scholarship, Bihar scholarship, Jharkhand minority scholarship, etc.
Or
Go on National Scholarship portal where you get better minority scholarships like umbrella merit scholarship, merit cum minority scholarships, post metric minority scholarships, etc.

Yes, you can pursue both the programs from two different universities as per UGC guidelines, but you should go for M.Ed program through regular mode and M.Com as distance mode.
You would get the right tools and techniques for teaching methodology and plus you will upgrade your education.

The minimum eligibility to do M.Com is B.Com.

BHU conducts Post Graduation Test for admission to various PG degree courses. You are advised to appear of next PET which will be held now in 2017 to seek admission in M.Com at BHU.

Three years Honours Graduates of the B. Com. Examination of this
University of the Current and just previous year.
II. First Class Honours Commerce graduates from other recognised
Universities.
Candidates passing Honours/Major Courses in Commerce with First Class in
Under Graduate Degree Levels from Indira Gandhi National Open University,
Netaji Subash Open University and the Distance Education Programmes of
other Universities in West Bengal.
