You don't need to get a migration Certificate to do M.Com
You need to get you undergraduate degree and apply for M.Com in different colleges. Then you need to give entrance exams or whatever the eligibility criteria is.

For government jobs you need to give exams. Undergraduate or post graduate doesn't matter you only get job by clearing the exams.

No, you can't. You cannot do both things from the same University. You have to do one thing from open learning and another from the regular college according to your preference.
