If you an interest in Diploma in financial management and accounting, you can surely go for it. Admission is based on the marks obtained in 10+2 or Equivalent.

As such, there is no specific criteria for pursuing M.Com, only 1 thing you need to take care of, is you have to inform this to the institute i.e. ICAI that you are pursuing M.Com along with CA course in form 102. And, you can continue with both the degree.

Both the field you mentioned are two different interest. You need to find in which field you want to make a career. Let me discussed here:
The Bank exam will allow you to apply for the banking job for PO, Clerk, manger and other posts. While the UGC NET Exam will enable you to become an assistant professor at university level, and for the JRF fellowship award. The eligibility for the Banking exam is graduation degree while the candidates must possess the post-graduation degree for the UGC NET Exam.
