Yes, you can. UK is offering MD programme at a very affordable cost. The fee is approx 50 Lacs for the course. As no donation is involved and UK qualification is valid in India (MCI link: https://goo.gl/5SK1ml). You can take bank education loan to pursue your dream career

No, if you pursue your medical from UK, USA, Canada, Australia and New Zealand you are not required to take any screening in India. All PG qualification are eligible for registration and practice in India. Visit MCI link: https://goo.gl/5SK1ml

The best country to pursue MD/MS is USA and UK.
For USA, you have to clear USMLE 1 & 2 to become eligible for NRMP.
For UK, you can get direct admission in popular streams.

UK has an option to study PG MD/MS without any entrance examination. Only IELTS is mandatory requirement. As per Govt of India Gazette:
