Eligibility Criteria:
Candidates who have qualified B.Ed. (Bachelor in Education) from recognized institute are eligible for this course. For admission, candidate may need to appear for an Entrance examination or personal Interview.The duration of course is 2 years .Fir more information you can see below link

Candidate must have obtained at least 50% marks or equivalent grade in B.Ed./ B.A. B.Ed./ B.Sc. B.Ed./ B.El.Ed/ D.El.Ed. with undergraduate degree (50% marks in each).So you can apply for M.Ed course from Dibrugarh University.For more information you can see below link

The candidates appearing for the M.Ed. Program must ensure secure a minimum 50% marks in total. There is not needs to apply for the teacher who have been appointed prior to the instigation of the NCTE regulations that was announced in the March 2010 and scored 50% marks

MASTER OF EDUCATION (M.ED.): ADMISSION PROCESS
The application process for entering the course varies from university to university. Some colleges conduct entrance tests and some select candidates on the basis of cut-off marks. But the application process is not that rigorous as compared to other courses.

I am sorry but you cannot. You need to be a B.Ed to pursue M.Ed at Dibrugarh University. The minimum eligibility is a B.Ed.
