Yes, you can do the M.Phil on the basis of IGNOU's MSW. The IGNOU degree are UGC DEB approved and valid for pursuing higher degree courses.

You are fulfilling the criteria for admission for M.Phil social work. You just apply for the admission application, when the notification comes, and complete the process as directed which includes a qualifying entrance exam.
