Yes, you can do the M.Phil on the basis of IGNOU's MSW. The IGNOU degree are UGC DEB approved and valid for pursuing higher degree courses.

You are fulfilling the criteria for admission for M.Phil social work. You just apply for the admission application, when the notification comes, and complete the process as directed which includes a qualifying entrance exam.

You can take admission in M.Phil social work after you complete your Ph.D. in Anthropology. Simultaneous courses are not allowed.

For M.Phil as per my knowledge now you have to give an entrance. Now for that, you will have to check it when is the date for filling up the forms and doing the other formalities in order to be able to give entrance.
