No, it is not necessary to do M.Phil before Ph.D. You just need to clear entrance exam such as UGC NET exam for the same. Good luck.

About economics M.Phil programme that you want to know is better in University of Cambridge. As the course is designed for the students who wish to obtain a one year master's qualifications before leaving academic economics but not for the students who wish to continue Ph.D.

It depends upon your interest and the time you can give to your studies. But if you are really interested in research then you must go for PhD.

Eligibility criteria:
A minimum of five years of post graduation work experience is required for Ph.D. programmes. In case of the M.Phil. Programme, there is no requirement of work experience. However, candidates with one to two years of work experience, will be preferred.
