Yes, you are eligible. M.Plan is also known as Master of Planning in the professional and disciplined world. The course duration is of 2 years including the Examination period and practical exams. The course will allow an individual to know more about planning a civilized ecosystem for a sustainable living system of Animals and Humans.
Eligibility criteria: Candidates must have passed B. Arch / B. Plan. OR B. E / B. Tech in Civil Engineering with a minimum 55% aggregate.
Or,
M.Sc / MA in (Geography/ Economics / Sociology) with a minimum 55% aggregate.

Not sure about the university but you can appear for different scholarship tests like GATE and qualifying it will avail you stipend every month if you enroll for the masters.

Yes, you can apply for M.Plan with GATE marks to get admission for Master of Planning (M.Plan).
The admission process varies from colleges to colleges. Some colleges like UPES School of Planning and Architecture base their admission on the screening of applications and interview.
Other colleges like School of Planning and Architecture conduct admission on basis of an entrance exam and interview.
Some colleges like the Central University of Rajasthan base their admissions on a Centralised Counselling for M.Tech and M.Plan. To be eligible for this counselling, however, a candidate needs to have a valid GATE scorecard.

Admission is through counselling based on rank obtained in Tamil Nadu Common Entrance Test (TANCET). Minimum eligibility to apply to this course is that candidate should be a graduate with Mandatory Course : B.Arch. For further details regarding this course please refer to the link provided below:
