It's hard to say as it will depend on how you improved and what the selectivity criteria of the college is. 15 backlogs is a big number. Your overall application package will be checked, recommendation letters will be checked and also your SOP.

Your CGPA is average as the top ranked would require more than 8.0. The admission will also depend on your LORs, SOP, research inclination, publication work, etc.
You can consider:
1. Ryerson University.
2. Dalhousie University.
3. Simon Fraser.

The university requirements are different. GRE may be required by some universities, you must also take IELTS. You must also check that university you apply to accepts three year undergraduate degree because most universities in Canada require 16 year education or 4 year Bachelor's degree.

If you don't have work experience, then you should stick to MS. MBA programs abroad are mainly meant for working professionals. If you are ultimate plan is to pursue a managerial career, non-research or non-academic career, then you should pursue MBA after 2 to 3 years of professional experience. So, you can decide according to your plans.
