Yes, it is possible to have two M.Tech. /M. S. degrees in Engineering in India from two different universities. Currently, I have not found specific rules related to a student obtaining more than one master’s degree in a particular subject or in different specialties. The Licensing procedures in the non English speaking countries are very difficult for an Indian applicant. They authority may ask you to demonstrate the skill and proficiency in the Foreign language depending on rules. As being an non EU citizen it is very difficult to get a residency spot but if you are so keen in entering training in Netherlands go ahead.

I can tell you about MS from IIT Mandi. IIT Mandi provides an opportunity for college/university Faculty members to earn a research degree (M. S. or Ph.D. on part- time basis while continuing to work in their respective college/university. Shortlisting criteria: A 4-year Bachelor's degree in Engineering /Technology. Tech. /B.E. /AMIE/AMIETE/ IETE/B.Sc. (engineering) AND valid score in GATE or UGC-NET/GRE score 250 (For general and OBCs). Note:- The candidates must have 2 years of teaching experience and GATE/ UGC/ CSIR NET is waived for those with 5 years of teaching experience.

Hello Srihari, GATE is accepted by almost all of the government engineering colleges. The private universities conduct their own exams for PG admission and if you have appeared for GATE then they consider it, otherwise, they don't. So, private universities basically don't consider GATE score for PG admissions.

Admission procedure & requirement: You have to give GATE or GRE (in some cases). For the cut-offs, you can check the colleges' websites. And if selected on the basis of GATE score, then they'll conduct an interview or a written test. The interviews are quite tough. Usually, the intake is very low. One of my friends got selected at IISc, Bangalore in Mechanical Engineering department. He said only 3 students were selected for M.Sc program. The situation is a bit better at IIT Chennai.
