Most of the top universities in USA and Canada require work experience but if you have a strong profile, you can be considered without experience as well. A strong profile will include the following:
1. The GRE, TOEFL/IELTS scores
2. Class performance (your CGPA)
3. Reputation of your college
4. Number and quality of projects you did
5. Your publications and researches
6. Letter of Recommendations
7. Rank of Professors and their research activities
8. Work experience
9. Extra-curricular activities
10. If your research matches with that of university

Yes, you can. You will still need to apply for study permit and will apply as an Indian student that is as an international student. You may be exempted from giving TOEFL or IELTS if your BS is completed form an English speaking institution or country. Hope it helped. Best of Luck.

Hello, with regards to PR Australia is the better option. The country also offers work permit to international students. The University Of Melbourne, The University Of Sydney and The University Of New South Wales are world known. It is however a well known fact that USA is home to all the top universities. But there is little chance of PR options.

Majority of USA universities admission in MS is basef on GRE score and your acedmic performance. You are recommended to appear for GRE. Also get two recommendations from internationally recognised faculty of your Engineering College.

If you meet the admission requirements of the US universities go for USA. The comparison you are asking for makes no sense. You must count a number of factors like budget, your grades and profile, university profile when you choose one destination over another. Ask yourself if you are ready to give GRE and TOEFL and how about your grades? You haven't mentioned any to suggest you further. Please elaborate your profile.
