Basically in US, there is Grade system. Therefore, if you have 60% in at the end of B.Tech, then you have to convert it into GPA system on the scale of 4.0 and I think, after that you will be in "C" Grade.
But, the minimum requirement for getting into Best institute in US is "B" grade which means almost 80% in Indian Scale.
Besides these, you must also require at least 1100 in GRE Entrance and 650 GRE Quant.

Hi, this is something you should be knowing Utkarsh. Please don't study abroad if you don't know what you want to study and why. Mechanical engineering itself has so many branches, identify the area of study you enjoy the most. Sort out your career plans. TUM is one of the most selective and I am afraid that 7.5 CGPA is not enough. To be considered for admissions, you must have a strong research profile, publications, patent work, etc. Strong SOP and LORs would be required. Knowledge of German language and perhaps 1 year research oriented work experience will help.

Yes in Europe, you will find many options such as Poland, Ireland, Austria, Spain, Italy and many more. You have to choose your country depending on the program choice, admission requirements, budget and where you want to settle eventually and so on. If you have cleared all your backlogs then you can definitely pursue MS abroad but it will quite difficult to get through the top colleges.

Always remember 'Where there is will, there is a way'. Normally speaking, what you said is correct but it's not absolute. Hence I would advise you to go to the specialist agency dealing in sending students abroad. They will tell you different nuances and guide properly.
