There is no specific cut-off, but an upper first class is highly recommended. 75% is what I would suggest.

University of Melbourne, QUT, UNSW, RMIT, ANU, Monash, University of Sydney, etc., are some of the best and you can try applying to these universities based on your grades. For average ones, you can check Griffith, La Trobe, etc.

You may if you have cleared the backlogs and overall percentage after clearing all the backlogs is decent. GRE is not required in Australia and it depends on the university if it will consider your GRE score or not. You should start applying to the colleges, you will get admission or not, this cannot be answered by anybody and will depend on your application package and profile.

You have scored perhaps enough marks in your graduation exam and I feel you can get Admission in a Canadian college for MS. But then there are many more hurdles to cross and negotiate. It's best to take advise of an expert agency dealing in this routinely.
