Hello Sanvi,
German universities or institutions are known to accept students with high or excellent academic record right from 10th standard onwards. However there are many other nuances to the whole process. If you can convince as to why you got such less percentage in your BE, perhaps you stand the chance of getting admission. However its best to approach a specialised agency for such issues and I would strongly recommend that you approach an agency that is dealing with and which has sent many students to Germany for their MS.
Best wishes to you.

Your CGPA can be anything above 7.0. Getting into a university is not just based on CGPA but other factors like the activities you participate in and even your GRE score.

After B.Tech in computer Science, that won't be possible as basic eligibility to take admission in this course is graduation i.e. BE/B.Tech in aerospace or allied specializations. Admission to this course is done through GATE in most of the engineering colleges in India. Course fee ranges from INR. 2 Lacs. to INR. 4 Lacs.

It is my personal opinion that, MCA is better than MS because MCA graduates get a lot of opportunities in private sector as well as in the government sector. They can work in information technology and software field but whereas MS is restricted to the branch you choose. And, MS in IT is a good branch, but I think MCA as a better one as it is more practical study.
