You can get admission into a good canadian university. I would suggest to focus and get a good score in GRE and TOFEL. Also write a good statement of purpose.

No, an MS in Canada is definitely not better than that in US. Pay packages may be similar, but the job opportunities are limited in Canada. Even though Canada requires a lot of foreign skilled labour, unemployment rate is slightly more in Canada. Canadian dollar is 30% less valued than US dollar hence the package is on the downside. Population density is 4 person per square km against 34 in US (its 410 in India). If you like a life of solitude you may go to Canada. On an average, Canadian winter is a bit colder than US winter. Top 3 in Canada is better than top 20-40 in US. There is a lot more to weigh in than pay and opportunities.

Post graduate Diploma in Canada will cost you between INR 15 Lacs to INR 20 Lacs. It is one year programme and in Canada, if you do this one year programme, you are allowed to stay back for one year. Only if you have done 4 year degree programme, you can do this programme. M.Sc in UK is a one year post graduate degree. This cannot be compared with PG Diploma, because it is a post graduate degree. This is one of the best education system in the world, and you will be learning the latest in the field. First, based on your eligibility criteria you have to get admission. After that you can apply for few scholarships they offer. You can apply and try for it. You may get 25% and not more than that based on your academic marks. You also need good IELTS score for consideration of scholarships.

Yes, you can do MS from any country. Just keep in mind. You should have a great score in foreign entrance exam like ex (GRE) and should have good command in English because English matter and also, I would like to say lookout for scholarship it will help you a lot, and can free you from tuition's fee burden.

Hi Ajeet,
GRE is necessary for most of the Canadian universities but they consider IELTS as their English standardisation examination. Apart from his GRE score, your friend will need-
-Statement of purpose, which will describe why he wants to join the programme he is applying for
-A well-drafted CV, which will contain all the necessary statistical data of his profile
-Transcripts, which will contain all of his graduation marks related grades in a single page.
-Recommendation letter, ideally from his college HOD, project guide, and teachers. Better the profile of the professor, the better his recommendation letter.
