Germany is one of the best place to study abroad, as you are from Engineering background it would be better to choose from IT related courses, there are many IT courses which you can pursue in Germany, here I mentioned some of them.
1. M.Sc. IT security Management
2. M.Sc. Telecommunications Management
3. M.Sc. Strategic IT Management

As per my knowledge, the average starting salary for a fresher is 42000-44000 Euros per annum. It is even more if a person is experienced. The education system of Germany is really good and always rewards and individuals measuring perfectly based on the talents and domain knowledge.

Manufacturing, in general, is also on the decline in the USA for the last 2 years; so I would recommend being careful about the field that you opt for MS in. Anything that integrates mechanical and the computer has a great scope (mechatronics etc.). While fields like manufacturing will be difficult. Cost of educations is high without scholarships. Quality of Life depends on your industry and location. For Indians, it is great to live in areas like California, Texas, Georgia (with good weather etc.). For admission in Germany and other countries, you have to study very hard and your academics should be 85+ in all subjects and at the time of admission foreign countries university release tier date sheet for Indian students.

It's very nice to know your dream of pursuing postgraduate studies in Germany after doing your engineering in India. Yes, Germany is a good country to opt for. Of course competition is a bit tough here but then I am sure you will work hard to fulfil your dreams. I am attaching a link that will give you all required information. Eligibility for admission to PG courses in Germany is mentioned below:
Students are expected to have at least 70-75% from a reputed Indian University. They are also required to appear for GRE (by some Universities) and a score of above 300 should do the needful. IELTS (6.0) or TOEFL (100) is also required. Regards.
