Please check for your eligibility to pursue this course from the criteria mentioned below. The eligibility criteria for this course in top colleges like Christ University-Bangalore, St Stephen's College-New Delhi, Loyola College-Chennai, and Mount Carmel College-Bangalore is graduation in any discipline with mathematics and English as main subjects with a minimum of 50% aggregate, however, institutes prefer students with B.Sc. /BE/B.Tech degree. Yes, you can pursue M.Sc. In mathematics after completing BE in Mechanical. You need to have a minimum grade point average or percentage in your undergraduate field of study, and you may also have to appear for an entrance exam to get admission into a college of your choice. Other than that I don't see any roadblocks. You should get in touch with the admissions department of the college for their eligibility criteria. Thank you.

Qualification Criteria:
For Army Wing of NDA Candidates should have qualified 10+2 or equivalent examination from any recognised board. For Air Force & Naval of NDA and 10+2 Cadet Entry Scheme at the Indian Naval Academy: Candidates must have passed 10+2 or equivalent exam with physics and mathematics subjects. Age below 20.

IGNOU will provide the list of overseas study centers and courses are available in the PDF file. Otherwise, the foreigner can take the admission through any one of the regional centers in India.

It depends on the college you are applying to. You must check the central university websites you are thinking to apply to, UGQP1 and UGQP2 are different for different courses in different universities. Some universities may also require you to fill up counselling forms.
