Hi, Goethe Institute, Max Mueller Bhavan is the institute conducting German language courses and exams, it is not the exam in itself. It is one of the most recognised places for taking German language courses. As for your query German language knowledge is not mandatory for MS programs, most Masters programs are taught in English and do not require German language proficiency from applicants.
