If you're unable to produce the OBC-NCL certificate during M.Tech counseling, you can generally apply via the general category, provided you meet the eligibility criteria for it. However, this depends on the specific rules and regulations of the institute you're applying to. Most institutions require candidates to submit the correct category certificate to claim reservation benefits. The required size of the uploaded photograph is 4 KB - 100 KB with a dimension of  3.5 cm (width) - 4.5 cm (Height). The candidates must make sure that the size and format of the photograph uploaded must be as per suggestion. The candidates will not be able to upload the photograph if the size differs.

The candidates are eligible for further rounds of counselling if they are not allotted the seat as per their first preference. The Common Offer Acceptance Portal (COAP) is a registration portal. Candidates who pass GATE exam are required to apply on COAP portal for counselling. Only the students who register successfully on the portal become eligible for admission in an M.Tech course of IIT Jodhpur.

If you cracked UPSC ESE then definitely join as IES. Or if you are preparing then give both GATE and UPSC ESE your first priority should be IES then any PSU job.
