If you are talking about the GATE exam syllabus pattern, then you must go in with the course syllabus of your B.Tech electronic Engineering and download the syllabus from the internet.

Yes, you may get. You have a fair chances of getting a seat in IIT just wait for counseling procedure that is CCMT but I have doubt that whether this IIT offer this course in which you want to take the admission since many other IIT too offered this course but this IIT does't because last year also this IIT did not release the cutoff for power electronic. So I suggest you take just verify whether the course is available in the IIT or not. Also check other IIT like Delhi, Bombay this might offer seat in power electronic.

NET stands for National Eligibility Test. NET exam is conducted to check the eligibility for the award of JRF or assistant professor in universities. For details, you can visit CSIR NET official website or https://www.eduncle.com/csir-net-exam check here. You can apply for the NET Exam, if you fulfill the eligibility criteria as described in official notification. The candidates who have completed the post-graduation with 55% marks can apply for the exam. Candidates who have secured at least 55% marks in their Masters degree exams (in streams such as Humanities, Social Science, Electronic Science, Computer Science & Applications, etc. ). From a UGC recognised college/ university fulfill UGC NET 2018 eligibility criteria. Candidates who are appearing or awaiting results for their final year examination of Masters degree are also eligible to appear for UGC NET 2018. Please check for detailed eligibility from the criteria mentioned at the link provided below:

Please check for your eligibility to pursue APSET 2018 from the criteria mentioned below:
1) Candidates should have secured minimum of 55% marks (without rounding off) in their Masters degree or equivalent exam from any university/college that is recognised by UGC. Aspirants belonging to reserved categories such as OBC (non-creamy layer)/SC/ST/PwD are eligible to apply if they have secured minimum 50% aggregate in their Masters degree or equivalent exam.
