Yes, degree in many disciplines of engineering is acceptable for doing M.Tech in aeronautical/aerospace engineering branch. But I am afraid CSE finds no mention. I am attaching a link that will give you all the required information about the eligibility for different specialisations in M.Tech.

The placements of this branch are quite tough to get and I would strongly advise you to not venture into it, leaving your CSE.

Yes, you are definitely eligible for different M tech courses once you clear GSTE and your B.Tech in agricultural engineering makes you eligible to appear for GATE exam. I am attaching a link that will give you all the required information about eligibility of GATE and all other issues.

Here is the eligibility criteria:
a. Pass with a recognized Bachelor's degree or equivalent in the relevant field and obtained at least 50% (45 % in the case of candidates belonging to reserved category) in the qualifying degree examination.
(i) BE/B.Tech/B.Arch
(or)(ii) B.Pharm(or)(iii) Master's Degree in the relevant branch of Science / Arts, which are prescribed.
b. (i) 10+2+AMIE(or)
(ii) 10+3 years diploma (awarded by the State Board of Technical Education) + AMIE.

As a minimum criterion for eligibility, aspiring candidates need to meet the following minimum eligibility criteria:
M.Phil. Degree or M.Sc. In Physics or Material Science
A minimum aggregate score of 60% or equivalent CGPA (relaxed to 55% or equivalent CGPA for SC/ST) at the level of post-graduation
Qualification of any of the following national level tests in Physics in the last 2 years from applying to the course:
CSIR/UGC-JRF or CSIR/UGC LS with rank less than or equal to 200
