(a) High academics performance or records in undergraduate studies.
(b) If the course is taught in German, then proof of proficiency in the German Language. If the course is taught in English, then proof of proficiency in English by TOEFL or IELTS score.
(c) Some universities require GRE score

6.5 is a very poor score to apply to German universities. They require grades as high as 8 out of 10. You should look for average universities in less competitive countries like Poland, Norway, Ireland etc. If you can manage high funds you can check options in Australia and New Zealand.
