You can apply for it with your board exam scores itself and there is no entrance exam. You need to apply under the other state student's portal unless you are not a Tamil Nadu or Tamil Nadu Native student. For more details, you may refer www.tnea.ac.in.

You are Maharashtrian, studied in Telangana and seeking admission in a college in TN. I only wish, this happens in India. It actually is happening in medical but unfortunately not in engineering. I am afraid your dream of getting admission in MIT will remain unfulfilled since only domiciles of TN can get admission.

It is very difficult to get CSE at MIT with this cutoff score as you belong to OC. You need to go for any other college if you wish to do CSE. Else, you can try for any other courses at the top ranking colleges.

Your cutoff is not bad but the admission is based on your caste based on the cutoff score. To get a good government college, you need to have still higher cutoff or if you belong to SC, ST or MBC then you can get it.
Try it at the counseling.

You need to enroll for a counseling program called TNEA through which you can get admission based on your PCM aggregate for TN, TN native and other state candidates. For NRI and foreign nationals, there is a different procedure and so you may contact the admin of Anna University.

You must have registered yourself on the portal of Anna University for admission in an engineering college. On the same portal after logging in, you can find the results of different rounds of counselling.

Firstly, admissions to colleges in TN is restricted to domiciles of that state only. Secondly, I want to bring to your notice that in India there are hardly any jobs for Aeronautical engineers. Thirdly as per report of HRD ministry, almost 50% fresh engineers did not get placed. Why go for any engineering then? I would advise you to think of doing three years AME course. Lots of opportunities of placements. Think over it.

Practically, both are same. Technically, aerospace is the name of the industry that deals in Aeronautical products whereas study is of the subject called aeronautical.
