It's not strict that you have to choose a hostel. It's up to you. Colleges cannot force you to stay at their hostel, you can go to court against that.

Yes you can do that. But it's a lengthy process. First get approval from the university you wish to transfer into. Second get approval from your university. Then proceed with the instructions given by the university.
