If you're allotted any college in the first round or second round, then you have to pay the academic fee (40k) in order to participate in the next round. If you'll not pay it (after any allotment) then you can't participate in next round. You can only go to spot round then. If you're allotted any college in any round then freeze it and your academic fee will be managed in your college fee afterwards. As per last year, in order to participate in spot round, you have to pay 7k and it is non-refundable, whether you get a seat or not.

Not sure about the criteria for getting the hostel. Request you to visit the college and get an idea from the college officials.

The difference between 1st shift and 2nd shift is of Timings. As 1st shift is 8:00 am-2:00 pm, and 2nd shift is 2:00 pm-6:00pm
1st shift offers you more time in hand. You have a lot of time to roam around, pursue a hobby, go back and relax, study- in short, anything you wish to do
2nd shift, there is no time for any other activity or usual outings after college, until and unless you've permission to enter your home late. The rules are stricter in 2nd shift. More discipline, more stress over attending not-so-useful labs, higher attendance criteria. But then, there's absolutely no difference or biasing on the basis of difference in shifts
