I think CS in MITS is much better. They will give you a much better environment.

MITS-Gwalior is better institute as compared to JEC both in terms of infrastructure and academics. You can compare between the two based on student reviews, facilities, fees on the below link -

Using your category rank will be always helpful. So, you should use EWS ranking also at the time of counselling. Some seats are reserved in all the categories. So, it will be helpful for you. Use the same in MITS Gwalior also (EWS rank). And keep all the documents ready.
