Almost every institution and states allow NRI's to seek admission in an engineering college. First you need to decide where you want to take admission. unfortunately rules and procedure is different at different college. However luckily everything is spelt out on webpage of concerned institute. I am attaching a link giving you list of top aeronautical engineering colleges. Pl go through and let me know if any help is required.

Firstly, I must congratulate you for thinking of doing graduation after diploma. But your choice is nothing short of dangerous. SC of India has declared last year that all engineering degrees obtained via distance education since 2001 are invalid & stand cancelled. Hence, I would strongly advocate against engineering degree via distance. You can seek lateral admission or can do AMIE which is equivalent if you are already having a job.
