Both the institutes mentioned by you are equally good and thus it will be very difficult to tell which one will be the best option.
However, we can help you with the parameters that you can keep in mind while choosing an institute among the three.
You can consider the below parameters :
1) Faculty,
2) Affiliation / Recognition
3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.

For Manipal University, you must have 40 percent marks i.e. minimum 80 marks in the entrance exam. You may also visit their website.

You are advised to go for IGNOU (reputed and approved by ugc, dec) in case of distance education. Sikkim manipal had stopped offering distance degree due to some accreditation problem few days back. All the best.

Marks and the ranks tend to not remain fixed every year. But approximately 110 and above will make EEE available to you.

Not many companies come for placements at present. A few like Honeywell, Global Aerospace, GE etc come. I don't have any information about the package.
