Hi Shreyash, well now this depends on your budget limit. USA is overall expensive and if you are looking for an affordable option it has to be either a state university like Iowa State University, Ohio State University, etc. or a bottom ranked mediocre university. You can check here for options

They don't have a specific photography course. Fashion communication has a lot of photography along with other aspects of fashion studies,graphic and media. May be you can look up courses in NID or srishti. All these college probably won't have a course as photography as these are design colleges but most of their courses will have photography as a very important subject.
You can also try for Film and Television Institute of India or National institute of photography.

One can apply for this course having a maximum gap of 3 years between 10+2 and the course at SXCKOL. Suppose you passed 10+2 in 2014 so the latest year you can apply for this course is 2017 which is done already. You can apply after doing B.Ed(hons) but the gap only can be 3 years max. As I already said.
When you asked the question the last date for this year's application was already over. Anyway, if you have completed 10+2 in 2015 you can apply for the course next year too. For that visit the college website in May'18. Other colleges might have different rules.
Anyway, you also can avail PGDM in Mass Communication or dip
